Planners propose child-care allowances and agricultural code updates in rural chapter

As part of the Year of the Rural package, planners recommended several targeted code updates beyond equestrian rules.

Heather Cleveland told the commission staff proposed aligning local definitions of child-care centers and in‑home care with state definitions and permitting child care in most rural zones except green belt and rural industrial. She said the proposal grew from review of past conditional‑use permits and noted staff would craft permitting conditions so child-care uses could be permitted without requiring a full conditional use permit in some cases.

Cleveland also reviewed proposed agricultural-code changes developed with an agricultural working group, including permitting shipping containers for agricultural use, updating maximum building sizes for agricultural structures, and creating notification mechanisms for neighboring properties where agricultural activity exists. Staff said they want to restore animal‑density or farm‑plan guidance removed in earlier code updates and may recommend an agricultural overlay as part of a 2026 rural‑lands analysis.
