Public commenters urge monuments, youth programs and safer sidewalks; transit complaints pressed

During the meeting’s public comment period several residents urged the council to take action on community priorities.

John Tack Brantley told the council Rockford has “made history” with recent women leaders and described a fundraising and youth‑art program tied to a Juneteenth monument and scholarships: “We're gonna raise a $100,000 for the monument…whoever do the drawing is gonna get a 1000 dollars, scholarship funded,” he said. Brantley also expressed opposition to a proposed data‑center development, saying simply “No way.”

Larry Washington criticized Rockford Mass Transit District operations and asked why elected officials were not responding to riders’ complaints. “You guys know that RMTD is not doing their jobs correctly…Has any of you called down there and talked to Mike Stubby, Dan Engelkis, and Drexel McAlvin?” he asked, pressing councilmembers on follow‑up.

Todd Fagan, a traffic engineer, presented data on the costs of traffic crashes in Rockford and urged a three‑pronged approach—engineering, enforcement and education—to reduce injuries. “Combining all the traffic accidents in Rockford on a yearly basis… the cost on the community is $88,000,000,” he said, and suggested the traffic commission and council lend political support to coordinated efforts.

Denzel Winter urged sidewalks near Pierpont and School Street to protect children, saying residents “need to do something before we end up losing some children.” Prophet Yousef offered a faith‑based reflection on causes of suicide and community supports.

The council heard these public comments before moving to the meeting agenda and subsequent presentations.
