Savoy planner outlines final Unified Development Ordinance questions; board requests clarifications

Community Planner Caitlin Kelly was available to answer trustees’ questions about the final draft of the Unified Development Ordinance (UDO), addressing short-term rentals, billboards, legal nonconforming structures, food-truck licensing, street-lighting responsibility, curb-cut widths, tree preservation, and sidewalk construction. Kelly clarified that short-term rentals are not permitted in R1 and R2 but "are allowed in R5 by right," and said staff would email written clarifications to trustees on the remaining items.

Trustees polled to bring the UDO to the next regular meeting for final approval, contingent on staff answering the outstanding questions prior to that meeting. The study session recorded the poll results as unanimous among present trustees; no final ordinance adoption took place during the study session.
