Hillsborough County evaluation committee ranks Center for Woman Inc. top in RFP 2600332

An evaluation committee for Hillsborough County’s procurement services met Aug. 27 to review and score five proposals submitted in response to RFP 2600332, for Program Year 2026 owner‑occupied rehabilitation and related work. Yvette Reales, a senior buyer assigned to the project, opened the meeting, confirmed the session was publicly noticed and recorded, and said the meeting materials would be available via livestream and recording.

The committee heard procedural direction from the evaluation committee chair, identified as Ms. Willett, who led a round‑robin consensus scoring process. Julian De Onnes, a senior buyer with procurement services, said after scoring he would verify the committee’s numbers with the chair and provide a final ranking. The group recorded per‑criterion consensus scores for each proposer and announced final totals at the meeting’s close. According to the recorded totals, Center for Woman Inc. received 114 points, East Tampa Business and Community Development Alliance received 102 points, Patriot Response Group LLC received 101 points, 8 a builders received 96 points, and We built them together Greater Florida received 94 points.

The scoring discussion cited concerns that affected individual criterion scores, including clarity of funding structure, the number of projects documented in proposers’ references, and past performance reporting and compliance records. Committee members stated they would rely on the recorded consensus scores and the procurement office will verify and publish the final ranking. The committee closed the meeting and reminded attendees that the county’s communication restriction related to procurement remains in effect for five business days.
