Staff outline Central Avenue Blue/Silver Line sector plan, propose widespread zoning changes

Planning staff gave a broad overview of the Central Avenue Blue/Silver Line sector plan during a joint public hearing of the Prince George's County Council and the planning board on March 10, 2026.

"This preliminary sector plan is accompanied by concurrent proposed sectional map amendment, which recommends over 1,200 zoning changes necessary to implement the plan vision," project manager Bill Skubinski said, describing revisions to Plan Prince George's 2035 and a replacement of the 2008 Capitol Heights transit district development plan. Skubinski said the plan identifies actions, leads and potential funding sources to move recommendations toward implementation.

The presentation listed five focus areas anchored by metro stations and described policy recommendations across land use, economic prosperity and the natural environment, including targeted rezoning and land consolidation tools to increase transit‑oriented housing and diversify retail. Staff said the record of testimony closes on March 25, 2026, with the planning board and district council expected to complete review and consider final approval by summer 2026, or January 2027 if a second joint hearing is required.

The plan also highlights a large opportunity site at the Northwest Stadium property and proposes scenarios that would create a town center with mixed uses; staff said the stadium site will require substantial investment to realize redevelopment.

The presentation and accompanying maps were the reference point for dozens of public commenters who spoke in the hearing's public comment period.
