County outlines multi-level audits; 'Turnkey' will verify project receipts on site

Commissioners heard that the county engaged an outside reviewer named Turnkey to act as an on-site verifier for ARPA-funded projects and that multiple audit layers will provide oversight. "The name of that firm is Turnkey," the presenter said, describing Turnkey’s role to review receipts and construction progress and to be available to answer questions through the year.

County staff and commissioners discussed that, in addition to the county fiscal audit, completed projects may be subject to a federal single audit if federal auditors undertake reviews. The presenter recommended the county rely on its independent auditor for first-line questions and to use the state ARPA help desk when necessary. Commissioners said Turnkey and Greenbush will work together to document compliance and help prepare MOUs and final reports.
