Commission weighs rules for shipping containers; favors neutral paint, foundations and limits

The commission reviewed a range of approaches for regulating shipping containers used for storage or potential ADUs. They discussed neighboring cities’ approaches: South Weber allows containers in agricultural zones with conditions (rear yard placement, neutral paint, one‑acre minimum, max two per lot), Ogden restricts them with temporary allowances, and Provo prohibits containers as ADUs unless fully code‑compliant.

Uintah commissioners favored rules that require containers to be placed behind fences or obscured from view, painted neutral colors, on proper foundations, and permitted through building permits and site plans if used permanently. Commissioners opposed underground container bunkers because of rust, moisture intrusion, and collapse risk, and suggested engineered concrete shelters as safe alternatives. They directed staff to draft a container ordinance segment that covers permanent and temporary uses and aligns with accessory‑building and building‑code requirements.
