Commissioners send Franklin RV/boat storage request back to planning, ask for screening and fencing

May Smith, the county zoning administrator, presented a conditional-use application from property owner Jason Nutter for a three-sided, gated RV/boat storage facility at 4th and Broadway in Franklin. Smith outlined site constraints including an easement and a sewer main that restrict buildable area and described the proposal's security measures: keypad access, 24-hour cameras and alarm sensors that would notify the sheriff outside operating hours.

Neighbors said they opposed or had strong concerns about road width, frequent flooding at the corner and potential impacts on neighborhood character. Cindy Manali, who lives across the street, said, "There's ruts, there's holes, it's just a terrible road." Commissioners discussed options and ultimately agreed to send the application back to the planning commission for a recommendation on screening and fencing (members suggested a privacy-slatted chain-link fence around 6 feet high), and staff said they would work with KDOT and county crews on separate road and drainage reviews before final action.
