Commissioners authorize negotiation for special-needs shelter despite $235,750 preliminary shortfall

The Gadsden County Board of County Commissioners voted to authorize staff to issue a notice of intent to award and to negotiate with the top-scoring proposer for a hurricane special-needs shelter retrofit, a time-sensitive action the board’s staff said needed to move before Aug. 31.

County staff warned the board that "this will result in a major cost share to the county," and said preliminary numbers show an estimated shortfall of about $235,750. Staff emphasized the board’s approval today would only permit negotiation; any final contract or guaranteed maximum price would return to the board for formal approval. The board discussed possible funding sources, including using hospital/indigent funds and reducing scope to better match grant parameters.

Staff said the procurement had been advertised three times and that this was the third solicitation (an ITB) that returned only a single bid; because local procurement policy permits proceeding after multiple solicitations, staff notified the state and sought permission to move forward with negotiations. Commissioners pressed staff to verify that the solicitation and award process met state and county procurement rules before finalizing a contract.

The motion to authorize the notice of intent and negotiation passed by voice vote without recorded opposition. The board asked staff to explore funding and scope alternatives and to return with a recommended final agreement before any county dollars were committed.
