Consultants pitch updated Bells Ferry LCI plan, recommend microtransit and new walking connections

Consultants from Gresham Smith presented an updated Bells Ferry LCI plan to the Cherokee County Board of Commissioners on June 2, describing community-based recommendations to improve walkability, safety and local commercial opportunities along the corridor.

"I'm Erin Thorsen. I lead Gresham Smith's planning department," said the presenter, who described a three-phase study that reviewed existing conditions, market demand, and future scenarios. The team highlighted a pattern of severe crashes along Highway 92, gaps in sidewalks and pedestrian access, and a limited office inventory in the study area. They recommended multiuse path spurs, additional sidewalks on Bascom Carmel Road, median enhancements on Highway 92, lighting upgrades and intersection operational improvements.

The consultants said robust public engagement informed the plan, including pop-up events, walking tours and a Spanish-language focus group. To address transit gaps, the team recommended a microtransit service similar to a model used in the Canton area rather than fixed-route service, which the team said the small study boundary could not justify on its own.

County staff noted the plan would create implementation opportunities through the Atlanta Regional Commission's LCI funding and that, if the board chooses, a public hearing on adoption would be scheduled for the July 7, 2026 regular meeting. The presentation closed with staff offering to bring prioritized funding strategies and any additional materials requested by commissioners.
