Board warns cabin-fee language could create unfair competition with Skagway lodging

Board members told borough staff they were alarmed to see a draft clause that referred to rental of municipal cabins and used plural terms that could imply more cabins in the future. One member said the plurality was jarring: "There's only 1 cabin out there," which prompted multiple members to ask why drafts used the plural form and whether fee language could be interpreted as commercial activity.

Borough manager Emily Deetsch distinguished fees for municipal services from permitting commercial enterprises: "There's a difference between services that are provided to the community for a fee, like water or sewer. Those aren't commercial. Those are service fees," she said. Deetsch and members discussed placing operational details (who can use the cabin, when, and fee collection rules) in a resolution rather than the municipal code to keep policy clear and flexible. The board directed staff to work with Deetsch on precise wording and to return a clean draft for the advisory board to consider before any assembly action.
