Residents press Chatham board to require post‑installation noise testing and tolerances

Residents attending the Aug. 18 hearing said they want measurable, enforceable standards attached to any approval for the pickleball conversion. Multiple speakers asked how neighbors would be protected if real‑world levels exceed the modeled results and whether the borough’s noise code or the applicant’s report would govern enforcement.

Benjamin Mueller, the acoustical witness, agreed the applicant would accept post‑installation testing and suggested testing both at property lines and at closer receptor points to demonstrate the modeled performance. On the question of an acceptable variance, the board discussed a 3 dBA tolerance above model results as a practical threshold; Mueller said he is "fine with that." The chair said the board could craft conditions requiring post‑construction measurements, maintenance of the barrier and remedial steps if levels exceed agreed limits.

Residents also raised concerns about measurement timing and comparability (rush‑hour ambient vs. afternoon baselines) and asked that the board require follow‑up testing during peak season. The board’s engineering reviewer recommended that any consent or approval specify the report values to be used as the compliance benchmark and that the applicant supply more detailed octave‑band data and product STC specification before final action.
