Assembly votes to recommend Pastures Recreation Area plan with $35-per-year garden-plot fee and preference for prior renters

The Skagway municipal assembly recommended approval of the draft Pastures Recreation Area management plan after adding language to clarify garden-plot fees and renter preference.

Chair (speaker 1) opened the unfinished-business review of the draft and read that the plan listed garden-plot availability as April–October and noted a $35 fee. Committee member (speaker 3) said the draft did not clearly state whether that fee was annual and urged explicit wording that the charge is per year; she also raised that gardeners often return to the same plot. "It says that, you know, the garden plots are only available from April to October, and then later it lists the fee of $35. But I didn't see anywhere that it makes it very clear that that fee only covers each year," Committee member (speaker 3) said.

Members agreed that the plan should include a provision granting prior-year renters preference for the same plot and a fee-line stating $35 per year. Chair (speaker 1) moved to add language under section 4A3D reading "preference will be given to previous year's renter of a plot," and the assembly also agreed to add a line under fees clarifying the $35 charge is per year. Committee member (speaker 2) then moved that the table recommend the plan for approval as amended; the motion was seconded and carried on a voice vote. Chair said she would send the amended draft to Emily for final edits.

Why it matters: The clarifications preserve continuity for gardeners who cultivate multi-year crops and ensure the municipality's fee structure is explicit for annual budgeting and enforcement. Members noted the plan had legal review and would continue to be refined in future updates.
