Outer Cape towns meet to explore shared services, agree managers will debrief

Select-board members and town managers from four Outer Cape towns met in Wellfleet for a facilitator-led workshop on shared services and collaboration.

John Wolf, a member of the Wellfleet Select Board, opened the session saying the four communities face “financial challenges of unfunded mandates” and that the towns might be “well served by getting together and exploring possible areas of collaboration, shared services, shared resources.” Skye Price Cole, the meeting facilitator, summarized responses to a pre-meeting questionnaire that highlighted existing regional cooperation in emergency services, public-health efforts and library networks.

Participants surfaced a set of overlapping priorities: inspectional services (building, electrical, zoning and short-term-rental oversight), shared administrative roles (finance, procurement and IT), and creating a pipeline for specialized municipal staff. Several attendees cautioned that select boards should avoid micromanaging town staff and recommended that administrative leaders take the tactical lead.

Town managers agreed to meet and debrief the workshop and were asked to return a short report and proposed shared language to their select boards in roughly three months. “The town managers are going to meet,” the facilitator said in the meeting recap, noting she would compile notes and share a written summary and recording of the session.

The workshop produced no formal votes; participants left with a tentative process: managers will identify low-hanging pilot projects and circulate a draft memo of understanding for select-board review and possible adoption.
