Commission denies conditional‑use permit for proposed 24‑unit congregate residence

Commissioners voted to deny conditional‑use permit application 2026029, which sought permission to construct a two‑story, approximately 3,500‑square‑foot congregate residence on Block 21 Lots 2 and 3. The applicant framed the proposal as workforce housing for seasonal employees and cited comprehensive‑plan language supporting employer‑provided housing; staff and multiple commissioners said the submission lacked final platting, definitive parking calculations and an emergency access/seasonal management plan needed to find the CUP standards.
