Plan Commission recommends comprehensive plan and zoning changes for 72.3-acre PUD, with conditions

The Plan Commission voted on Sept. 1 to recommend approval of multiple related actions for a 72.3-acre planned-unit development overlay at the southeast corner of South Main Street and West Roscoe Drive. The commission approved a comprehensive plan amendment changing recommended land use, and approved the corresponding zoning map amendment (RS-4 to RD-2 and wetland district adjustments) by voice vote; both actions will be forwarded to the common council for final action.

Discussion focused on requested exceptions for reduced lot widths and setbacks, 0-foot party-wall setbacks for fee-simple duplexes/townhomes, reduced lot areas, and reductions in some green-space areas. The fire department reviewed reduced building separation and required fireproofing on affected walls, staff noted additional steps (developer agreements, stormwater/grading permits, and preliminary/final plats) are required before issuance of any permits, and the commission asked the developer to provide clearer green-space exhibits and a phasing plan prior to council consideration. The commission also voted to hold a special meeting to review outstanding PUD details.
