Living Waters campus plan will likely require conditional-use review; staff outline buffers, parking and hydrant needs

Tim O'Reilly of Prime AE presented a campus master plan for Living Waters Faith Christian Academy and said the project will include a chapel and phased school buildings. Planning staff confirmed the site zoning and future land-use designation and told the applicant that a conditional-use permit will likely be required for school and chapel functions.

"So unless I went back and looked through you're gonna it's gonna require a conditional use," Will Reiter said, advising the applicant on the conditional-use procedure and noting it is reviewed at the Planning and Zoning Board. Reiter also outlined landscaping and perimeter-buffer standards and cited LDC sections governing parking and tree requirements.

Caleb Hurst (Development Services) reminded the applicant that commercial driveway standards, stormwater infrastructure designed to the 100-year storm and an accompanying stormwater maintenance plan will be required with engineering submittals. Staff also raised timing considerations: plan approval requires pulling a site-work or building permit within two years and allows one one-year extension.

Fire and health staff told the applicant the current hydrant location appears too distant and advised adding hydrants on-site; they also said that occupied chapel or school buildings will likely require sprinkler systems and integrated fire alarms once building plans are submitted. The applicant said the project will be phased and that they will coordinate with assigned county planners for conditional-use submittal details.
