CPMT holds executive session on medical records, certifies closed meeting under Virginia code

The Caroline County Community Policy and Management Team (CPMT) met March 17, 2026, at Caroline Social Services and voted to enter an executive session "pursuant to Virginia Code 2.0—3711A (15) to discuss medical records excluded from 2.2-3711 pursuant to subdivision of 1 of 2.2-3705.5," a motion made by Committee member Wendy Sneed and seconded by Committee member Bindi Pathak. The motion to enter the closed session was approved by the members present.

Upon returning to open session, the CPMT polled members to certify compliance with the state open-meetings exemption. The minutes record the certification language in full: "I move that the CPMT members certify that to the best of each members knowledge only public business mattes lawfully exempted from the open meeting requirement by Virginia law were discussed in closed meeting to which certification applies, and only such business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the CPMT members." Members recorded as voting "yes" were Committee member Alan Partin; Committee member Wendy Sneed; Committee member Brandie Williams; Committee member Christina Smith; and Committee member Bindi Pathak. Paulette Heron, William Fells Jr., and Shermeka Baker Latney were recorded as absent.

The CPMT cited Virginia code in making and certifying the closed session; the minutes reference the legal authority verbatim and list the vote results in open session. No further details about the medical-records discussion appear in the meeting minutes.
