Rice County hears Paycom pitch; proposal priced at $150,000 plus $16,000 setup

Rice County commissioners heard a presentation July 7 from county human-resources staff and a Paycom representative about replacing the county—s current ADP payroll system and NeoGov applicant-tracking system.

Carrie, who introduced the item as the county—s human-resources lead, said the county has used ADP since 2016 and that payroll and benefits reporting have grown more complex because of state and federal changes such as paid family and medical leave. Paycom—s presenter described an integrated HRIS that would consolidate timekeeping, payroll, benefits and applicant tracking into one platform and reduce manual spreadsheet work.

Paycom said the vendor reduced its original proposal from $245,000 to $150,000 per year, plus a $16,000 one-time setup charge. "So we were able to bring the original price down from $245,000 down to a 150,000 now with a 1 time setup in addition to that of $16,000," the Paycom presenter said. The presenter also described a projected cash-positive outcome of roughly $26,000 annually after reallocating payroll and benefits reconciliation savings.

County staff provided baseline spending figures: ADP was cited at about $88,000 per year and NeoGov at about $11,000–$12,000 per year, for a total near $99,000. The Paycom team recommended board approval next week to begin contracting; Carrie said the county—s intended timeline would put the first payroll processed in Paycom in October.

The presentation will return to the board for formal approval next week before any contract is executed. If commissioners approve, staff said implementation would follow a phased schedule with vendor project support on-site for initial payroll runs.
