Banner County commissioners dispute whether two items met 24‑hour courthouse posting

Banner County commissioners began a budget workshop by approving an amended agenda after a dispute over whether two resolution items had been posted in the courthouse at least 24 hours in advance.

During roll call on the agenda, a commissioner raised a concern that the items had not been physically posted in the courthouse as required by state meeting‑notice rules. The clerk and staff said the items were posted online Saturday and that a revised agenda was on the website; the board noted that statutory notice requires a paper copy in the courthouse and that, because Sunday closes the courthouse, postings must be in place before noon on the preceding Friday. The chair said the August 18 email request to add the items existed, but the items had not appeared in the courtroom posting until that morning.

After discussion the board agreed to remove two items—the petty cash resolution and a miscellaneous‑district tax allocation resolution—from today’s agenda and to address them at either tomorrow’s meeting or a special meeting. The board recorded a roll‑call vote to amend the agenda and then approved minutes from the Aug. 18 meeting. No formal policy change was adopted; the board directed staff to follow up with the county attorney about posting procedures and to ensure the courthouse posting and online posting are coordinated for future meetings.
