Board reallocates coal-ash funds and authorizes $8.34M GMP for Parker's Ridge Park

Assistant County Manager Daryl Butts asked the board to adopt an amended project ordinance and to authorize the county manager to sign a guaranteed maximum price (GMP) construction contract for Parker's Ridge Park after the selected design-build firm's GMP left the CIP budget short by roughly $500,000.

"We have an actual GMP, which is a guaranteed maximum price bid in from the selected contractor design build firm that leaves the budget short, by about I'm gonna use round numbers for easy math here, about by about a $500,000," Butts told the board. He said staff proposes using previously allocated coal-ash funds that were earmarked for a sewer extension into the Moncure megasite (an allocation now expected to be covered by the state following the InfoST announcement) to cover the shortfall.

Butts described the GMP structure and the project cost breakdown and noted a portion of the increase reflected additional design and dam remediation work on-site. He recommended a two-step action: first adopt the amended project ordinance, and second authorize the county manager to sign the GMP contract with Blum Construction. The board approved both motions by voice vote. Staff said the contract includes contingency for common construction unknowns but that scope changes would change the GMP.

The project ordinance amendment was adopted and the board authorized the $8,338,878 GMP contract to proceed after the county attorney completed final contract review.
