Pea Ridge annexation draws mixed reaction; developer offers 7-acre donation to Charlie Ferguson Center

A multipart public hearing over proposed annexation, rezoning and master-plan amendments affecting roughly 62 acres at Pea Ridge prompted sustained comment on Sept. 3, with residents and community leaders split over the plan's benefits and risks.

Developer presentations outlined podbed development that would include roughly 204 single-family detached lots in one pod and a separate 7-acre parcel proposed for donation to the Charlie Ferguson Community Center. Tanish Welch, executive director of the Charlie Ferguson Community Center, spoke in favor and said the donation would help preserve historic Pea Ridge and provide land for affordable housing and community services. "Chances that any other developer would have given our community 7 acres of land so we appreciate that," Welch said.

Opponents from Hickory Bluffs and adjacent neighborhoods asked council to require traffic and lighting studies and to confirm which buffer standards apply; they described the variances as precedent-setting and urged the council to make final staff reports and enforceable conditions available for public review before any vote. Several residents also cited past council or county denials for similar requests and asked the city to consider cumulative development impacts along the corridor.

Staff and the applicant said additional technical materials — including a hydrology/stream buffer delineation, a traffic study, and clarifications about deed restrictions for affordable units — would be produced before final action. Council closed the hearing, requested follow-up materials and did not vote on the annexation at the Sept. 3 meeting.
