Residents say Sierra Reflections development raises evacuation and legal concerns

During the general public comment period, community representatives told the CAB they are worried about evacuation capacity and compliance with planning findings for the Sierra Reflections housing proposal.

Cameron McSweeney, identified as president of the Pleasant Valley Landowners Association, said the association has opened a legal fund and filed a writ of mandamus against the developer. “We do have a legal fund established to help pay for the attorney's fees for the writ of mandamus that we have filed against them,” McSweeney told the CAB, saying the group recently filed a “103 page brief” with the courts and alleged at least one open‑meeting‑law violation in the county’s process.

McSweeney and other speakers described chaotic evacuation conditions during recent fires and said they fear similar problems if large developments move forward without adequate evacuation planning. Kelly Hyatt and other residents praised recent wildlife‑fencing work but said development approvals should require preconstruction fencing and water planning to reduce wildlife and fire interactions. One resident told the CAB the recent local fires were “the most devastating fire in Reno's history” and recounted difficulties evacuating an elderly relative.

Board members acknowledged the concerns and said the county has placed notification rules and planning‑process review on its priority list, including examining the current 750‑foot notification radius for certain applications. The CAB asked staff to compile topic lists and to invite agencies (planning, fire, county manager) to return with data on evacuation routes and growth projections before the panel finalizes topic priorities.
