Planning Commission approves Levels Lounge conditional use permit for downtown Manteca

The Manteca Planning Commission on Aug. 6 voted 5-0 to approve a conditional use permit (CUP26-43) allowing Levels Lounge, a proposed 21-and-up bar/nightclub at 159 West Yosemite Avenue in downtown Manteca.

Assistant planner Zuzi Mahunga told the commission the building (constructed in 1917) is roughly 3,000 square feet and that the entitlement is to permit the use; building permits will set final occupancy and code compliance. Mahunga summarized operational conditions in the staff recommendation, including required surveillance cameras, a security plan with licensed personnel, age-verification and responsible beverage-service training, an on-site incident log available to police, and a cap on police service calls that could trigger CUP review or modification. Mahunga said the applicant proposed an occupancy "around 99 patrons" based on square footage, with final capacity determined during the building permit process.

Applicant Rosie Quintana, who said she will serve as the operating manager, described the team's background in hospitality and security procedures including door personnel, interior security positions, radios and cameras. "Our goal is to provide a business long term relationship with the city of Manteca," Quintana said, adding the operator will coordinate with the police department and neighbors and is open to additional mitigation if noise or other issues arise.

Public comment included support from downtown stakeholders and concerns from nearby-property managers about late-night music and potential noise for residents above adjacent businesses. Jeffrey Axland, who manages a neighboring building, said he supports downtown investment but warned of "thumping music until 2AM" that could affect upstairs tenants; downtown district president Charles Paz said, "Our downtown needs a nightlife," and offered the downtown district's assistance with security planning.

Vice Chair Jimenez moved to find the project exempt under CEQA §15301 and adopt the CUP resolution as amended; Commissioner Fiore seconded and the Planning Commission approved the permit by roll call 5-0. Conditions of approval will be enforced through the CUP and building-permit process.
