Commission hears financing path: minimum-tax agreement, bond ordinance and pledge resolution ahead

Commissioners were briefed on the financing steps that will follow adoption of the confirmatory resolution. Catherine Fanalo, the project's legal representative, said that a minimum taxpayer agreement will accompany future documents and that Reedy has prepared draft materials to circulate to the commission prior to action. "There will also be a minimum taxpayer agreement whereby the developer will guarantee a minimum amount to the town in the event that the actual tax increment received is less than that guaranteed amount," she said.

Denise outlined the schedule for municipal approvals: the redevelopment commission will consider pledge and financing documents and the town council is scheduled to receive an introduction to the bond ordinance at its next meeting (staff cited a September 24 introduction and an October second reading). Denise said the redevelopment commission will also act on a pledge resolution that would dedicate the tax increment generated by the hotel project to payment of the bond.
