Commission approves Carroll Street site changes, requires septic permits and final construction drawings

At its Aug. 26 meeting the Danbury Environmental Impact Commission approved regulated activity 127110 for Carroll Street with additional special conditions focused on septic permitting and final construction plans.

Steve Sullivan, a professional engineer with Haley Ward, described a revised plan that adds a dumpster area and concrete washout location, a silt sack in a drainage structure for construction protection, footing drains and roof leaders discharging to a proposed level spreader, a vegetative filter strip between lawn and woods, and a rebuilt leaching gallery and tank. Sullivan said the owner is investing in a new leaching system and that the plan will be routed to the health department for their review as required.

Commissioners questioned the location and capacity of the level spreader, concerns about proximity to property lines and neighbors, and plant-species selection. A health‑department staff member requested that the permit record include copies of the septic permit-to-construct and the permit-to-discharge, and that the final set of construction plans reflecting discussed changes be submitted for the Health Department files. The staff member said, “The permit he shall provide the DEIC with copies of the septic permit to construct and the permit to discharge prior to the issuance of the certificate of occupancy.”

After a motion to approve that included the additional special conditions the commission voted by voice. The recorded motion was moved by Christina Britton and seconded by Doree Dufel; the vote was called and recorded as affirmative in the transcript.

Next steps: applicant must provide the septic permits and final construction drawings for commission files before certificate-of-occupancy-related actions are completed.
