Erie council adopts comprehensive parks and open-space plan after multi-year public process

Erie City Council adopted the Erie Outside City comprehensive recreation, parks and open space plan as a shared vision and roadmap for the city’s parks systems.

Council Member Titus moved the adoption and the measure passed unanimously, recorded as “yay 7, nay 0.” Supporters, including councilors who served on the plan’s review, said the work reflects several years of community input and includes strategies to serve both younger and older residents. “We have been working on this plan for the last 3 or 4 years,” one councilor said, praising community surveys and state grant opportunities to support park upgrades.

Council members highlighted the plan’s attention to playground conditions, historical context and the needs of seniors. One councilor noted that Perry Square and other parks are historically significant and said the plan’s recommendations would help modernize amenities, including restrooms and year-round programming. The mayor thanked planning staff for producing the plan and said the administration will pursue grant funding and next steps for implementation.

The adoption follows council discussion about activating spaces in winter and coordinating grants from state programs. Council members said follow-up will occur during the upcoming budget season and through staff-led implementation steps.
