Staff recommends triggering about 100 acres (≈$100M) for RDA increment collection in 2026

Staff (identified in the meeting as Josh) displayed a parcel spreadsheet that categorizes every tax parcel in Vineyard by the RDA master phase map and proposed parcels to trigger for 2026. He said the proposed list focuses on portions of Phase 3 (3C, James Bay) and Phase 4 (4B, the Orchards), including some Geneva commercial parcels and previously untriggered common areas.

The spreadsheet and pivot tables summarized per‑acre assessed market values, parcel counts and acreage. Staff reported Vineyard has nearly 4,800 tax parcels encompassing roughly 2,900 acres and a total market value around $3.5 billion, with about $838 million outside the RDA area and the remainder inside the project area. Staff said roughly $2.2 billion of value has already been triggered and about $2.7 billion is the project‑area total, leaving approximately $500 million of untriggered value. For 2026 staff proposed triggering just over 100 acres representing about $100 million in taxable value.

Staff recommended notifying the county in early May (the ideal window because the assessor’s census date is Jan. 1 and the assessment roll locks at the end of May) so increment collection aligns with the tax year in which new growth was assessed. He noted some parcels were removed from the earlier proposal because structures had not been built; the recommendation is to trigger parcels only after structures are complete to capture increment in the correct tax year. The board agreed to place an action item on the next RDA meeting agenda to vote on the proposed 2026 triggering list.
