Caroline County CPMT certifies closed session, records votes

The Caroline County Comprehensive Services Act Team convened Jan. 20, 2026, and entered an executive session to discuss medical records exempted from open meeting requirements under Virginia law. Wendy Sneed moved to enter closed session, and Bindi Pathak seconded; the motion passed with members present in favor.

Upon returning to open session, the CPMT polled members and certified that the closed session covered only business lawfully exempted from open meeting requirements. The minutes record the certification language read at the meeting: "I move that the CPMT members certify that to the best of each members knowledge only public business mattes lawfully exempted from the open meeting requirement by Virginia law were discussed in closed meeting to which certification applies, and only such business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the CPMT members." The recorded votes were: Alan Partin — yes; Wendy Sneed — yes; Paulette Heron — yes; William Fells Jr. — yes; Bindi Pathak — yes. Brandie Williams, Christina Smith and Shermeka Baker Latney were recorded as absent.

The minutes cite Virginia Code 2.0—3711A (15) and reference 2.2-3711 and 2.2-3705.5 as the legal basis for the closed session. The meeting then resumed open business including several funding actions.
