Board approves concise 'actions-only' minutes policy after heated transparency debate

Board member Shade proposed that board minutes conform to Policy 006 and Robert’s Rules by focusing on actions taken and excluding conversational content from the written minutes. Several board members objected, arguing that removing conversational content would reduce transparency for the public and make future searches of agendas less useful for understanding the rationale behind actions.

An amendment proposed by Ms. Booth would have deleted the clause excluding conversation content and sought to explicitly include the Sunshine Act in the motion language; that amendment failed. The board called the district solicitor (referred to in the record as Burke), who advised the board that the policy as drafted complies with the Sunshine Act’s written-minute requirements: "written minutes shall be kept of all open meetings of agencies. The minutes shall include the date, time, and place of the meeting, the names of the members present, the substance of all official actions, and a record of individual members of the roll call votes taken, and the names of all citizens who appeared officially and the subject of their testimony." After debate and the solicitor’s opinion, the original concise-minutes motion passed.

Supporters said concise minutes make official records easier to manage and focus public records on decisions and votes; opponents said omissions could hamper transparency and public understanding of board deliberations. The board’s decision creates an administrative change in how minutes will be recorded and made available, though video and other records remain part of the public record.
