Commission opens 60‑day RFP window to sell remaining TDRs at $200,000 floor

Staff briefed the commission on an unsolicited proposal from a contract purchaser seeking 11 TDRs for a Harbor Island site at 7909–7911 East Drive. Counsel for the contract purchaser, Ethan Lawson of Greenberg Charrick, said the buyer is under contract for the site and that recent fee increases significantly affect feasibility. "We are contract purchaser... We are hard on our deposit of a little over $1,000,000, and we have a purchase price... about $16,700,000," Lawson said, emphasizing that large increases in height and TDR costs materially affect project math.

After debate the commission voted 3‑2 to issue a 60‑day competitive RFP to sell the village's remaining TDRs with a minimum bid of $200,000 per unit (the newly adopted ordinance TDR price of $250,000 will take effect after the RFP window). Staff said the RFP can include additional competitive criteria (faster payment, bonus height offers) and that the commission could limit the number of TDRs offered; commissioners agreed to a short, competitive window to obtain revenue quickly while preserving the authority to set ordinance prices going forward.
