Board weighs Fund Balance use, engineer certification and five-year rebuild plan

Board members discussed administrative steps and funding mechanics that would need to precede any CDD contribution. Staff and supervisors agreed that the District Engineer should certify which line items are CDD-eligible and that invoices should be provided only for certified items before payment. That certification was discussed as a prerequisite to prevent funding ineligible private improvements.

District Manager Chuck Adams recommended the board use available unassigned Fund Balance rather than obtaining a loan to fund eligible items and to program a modest increase into budgets over the next five years to rebuild reserves. He also noted the importance of preserving funds for disaster exposure—"from the CDD’s exposure for a wind event is vegetation within the natural areas and in the front"—when assessing whether to spend reserves.
