Council adopts downtown development strategy with added climate reference

Duluth City Council approved the downtown development strategy (Resolution 4 50) and accepted an amendment to reference existing city climate plans and the city's climate emergency resolution.

Councilor Desatell proposed adding a whereas statement to explicitly tie the downtown strategy to Duluth’s climate action plan, the climate vulnerability assessment and the 2021 climate emergency resolution. Desatell said staff supported the change and that the amendment would help when applying for future climate‑related funding. Director Van Tassel confirmed that the cited climate documents already inform city planning and that the amendment mainly makes that relationship explicit.

Some councilors questioned the process timing — arguing late amendments on a long‑worked item reduce opportunity for community review — but many said the amendment simply references existing work and does not materially change the strategy’s substance. After discussion the council approved Resolution 4 50 as amended by roll call (9–0), and several councilors urged quick implementation of the strategy’s action items, particularly housing initiatives.

The strategy includes four focus areas — housing, priority investment corridors, open‑space connections and activation — and councilors emphasized the need to move from planning to implementation.
