Council OKs increase to engineering services cap with Keller Engineering

Kolter Hollings of Keller Engineering (speaker 9) told the council the amendment would allow the firm to continue handling day‑to‑day engineering tasks — plat reviews, preliminary traffic and water-model reviews and similar work — after the original $10,000 authorization reached its limit. "This is really, having us help the city with, some of the day to day engineering, tasks the city gets presented with," Hollings said.

Mayor (speaker 1) recommended increasing the cap to $30,000 so work can continue, and council members asked whether developers should pay for plan-review costs in future code changes. Councilmember (speaker 4) suggested an amendment to city code requiring developers to pay review costs; staff said a code change will be pursued. The council then approved the contract amendment and authorized the mayor to sign.

The amendment excludes the sewer-plant engineering work and is intended for infrastructure and plat‑review services while the city’s staffing and billing rules are updated. Staff said they will return with code language about developer-paid reviews to take to Planning & Zoning.
