Council approves HDR engineering hire, street and water project changes, and lighting work

Council approved several capital and contract items the council said will advance street, park and water projects. Staff said the HDR Engineering agreement is required by the funding agency to provide third-party professional-engineering oversight for the Buena Vista Water and Roadway Improvements.

Hunter, the staff member leading the project presentations, told the council the Rocky Mountain Power line agreement would fund installation of about 16 dark-sky-compliant streetlights tied to the Jefferson Street extension and Popo Agie River Park at a cost of $17,414.60. "It looks like thinking 16 lights in a vacant lot looks like...we don't need to have 16 lights lighting up nothing right now," Hunter said, noting the lights are dark-sky compliant and can be dimmed while the park remains undeveloped.

The council also approved Change Order #1 for the water meter replacement project with Metron Fournier, which reduced the contract by $11,449, a development staff praised. Separately, the Lincoln Street improvement project required a pipe replacement when crews encountered a deteriorated corrugated metal pipe; Council approved Change Order #3 increasing the contract by $35,456.60 to install large concrete pipe sections.

All actions were moved, seconded and approved by roll call during the new-business portion of the meeting; staff said phasing has been considered to minimize disruption around key community events.
