Members call for mandatory classified-information training and tighter access rules

Several members told the Rules Committee that current practices for handling classified materials in the House are inadequate and urged mandatory training and limits on access. Representative Houlihan noted that members receive access to classified briefings without formal training or background checks and proposed required instruction on classification levels, security, and counterintelligence awareness.

"None of us in this room actually has had a background check or holds a clearance," Representative Houlihan said, describing the gap between members' access and formal training. Representative Kiggins, citing military experience, urged annual in-person training with exams and said members serving on sensitive committees might need tailored courses; she suggested loss of access for failure to comply.

Committee members expressed agreement that improvements are needed. The hearing recorded proposals but no binding change; the committee will consider these recommendations in drafting the next rules package.
