District staff report progress, next steps for Alternative Teacher Professional Pay System

Cara Aletschko, a teacher on special assignment working in the district's office of educational equity, presented the annual report on the Alternative Teacher Professional Pay System (ATPPS).

"ATPPS is, the voluntary program that we as Roseville District and teacher union has decided to work together with," Aletschko said, explaining the program’s purpose of embedding professional development in the compensation structure. She told the board that 357 staff responded to the end-of-year survey and that the district has focused implementation on domains 2 (student academic success) and 3 (cultural competence).

Aletschko summarized staff feedback and impacts: staff report frequent collaborative-team meetings and use of common formative assessments; she noted areas for growth including administrative coaching consistency and targeted literacy intervention for grades 4–12. The report recommended continued professional development for lead teachers and principals, stronger districtwide alignment of goals, and development of an observation tool that is universal across grade levels.

Board members asked questions about why some sites met goals while others did not; Aletschko said alignment across collaborative teams and a focus on language arts proficiency helped the most successful sites. The board did not take action but received the report for planning and follow-up in the coming year.
