Commission approves right-of-way abandonment for Marina Cove at Riverside development, 3-1

On second reading the commission approved Ordinance 2554 allowing Marina Cove at Riverside LLC to abandon a roughly 20-foot public right-of-way to enable a proposed residential development with 22 townhomes and five single-family homes on about 2.19 acres. Development Director Jody Kugler described procedural steps, noted the applicant’s appraisal-based privilege fee (estimated at $32,600) and explained that adjacent rights-of-way had previously been abandoned; staff and the applicant said the proposed private alley would be gated and maintained by the HOA.

One resident asked whether the new access would provide a cut-through to Dixie Highway; staff and the petitioner clarified it would not provide direct access to Dixie and would instead be a paved alley dedicated to the townhomes and then be privately owned. The ordinance passed 3-1 with Mayor Reid dissenting; staff said conditions in the ordinance remain applicable and the privilege fee will be collected per the applicable procedures.
