Board defers Spiroc mixed‑use permit after business owners raise access and infrastructure concerns

The Henrico County Board of Supervisors voted to defer consideration of PUP2026100022, a provisional use permit for the Spiroc Real Estate Group mixed‑use project near the intersection of Westmoreland and Jock streets, to the Oct. 13 meeting at the applicant's request.

Jim Hawes, president and COO of VAMAC Incorporated, told the board his business and other long‑established industrial users on Jock Street rely on uninterrupted access for deliveries and were concerned about the cumulative timing of multiple nearby residential projects. "Our goal and my reason for being here this evening is not to oppose responsible development, but to understand the SPIROC project and ensure that our customers and the manufacturers that ship product to us for redistribution have and will have adequate access with minimal business disruption," Hawes said.

Board members said they would use the deferral period to meet with business owners, review the applicant's data and coordinate with planning and DPW staff on infrastructure and traffic mitigation. Supervisor Smith, who moved the deferral, said the applicant had provided a detailed data summary and that the extra time would allow staff and supervisors to "balance it against where we think the correct numbers are." The motion to defer passed by voice vote.

The deferral means the board will revisit the application on Oct. 13; staff and the applicant indicated they will meet with corridor businesses and county departments to address stormwater, road condition, access for trucks and public‑safety response.
