Commissioners seek clarity on water‑loop timing as developer says phase 2 will complete utility loop

Commissioners asked whether the proposed phasing will satisfy the water utility's looping needs and whether the loop could be deferred. An engineering/utility speaker said the loop would likely need to be done through phase 2 or 2B/3, and staff suggested utilities could be placed underground earlier with paving deferred so the loop is functionally completed before full road improvements. "That looping could not be completed until that phase is done," one participant said when referencing the phase map; other staff suggested tools such as bonding to ensure the work is completed earlier if required by the utility.

Scott Simon described anticipated timing — phase 1 as soon as possible, phase 2 about a year later and phase 2B/3 demand‑driven — and said absorption and inventory will guide later phases. Staff reminded commissioners that planning commissions generally do not approve phasing; public improvement and engineering review will determine final timing and technical requirements.
