Advisory panel approves special exception for climate‑controlled storage at Old JC site

The Charlestown Advisory Plan Commission voted to approve a special exception that will allow a proposed Class A, climate‑controlled storage facility at the Old JC store location on Market/Route 160.

Courtney Gallion, the applicant from Gallion's Capital, introduced the project and said the facility is meant to fill a local market gap. "My name is Courtney Gallion, Gallion's Capital. I'm the, the applicant for this project," she told the commission during the public hearing. Gallion said the plan calls for roughly 364–365 units and a mix of interior climate‑controlled buildings and a drive‑up climate‑control building.

During the hearing, an adjacent property owner, Todd Paxton, urged the commission to weigh neighborhood impacts. "...visual pollution, the lighting, and everything to to kinda disturb what's going on there," Paxton said, asking for more detailed lighting plans. The applicant responded that final landscaping and lighting details will be submitted with the site‑plan application and that she will meet with neighbors before site-plan review.

The commission closed the hearing and took a voice vote. Multiple commissioners answered "aye" and the motion carried by voice vote; the transcript does not record individual tallies. Site‑plan approval, engineering reviews and easement negotiations for access remain as conditions before construction.
