Selectboard holds second public hearing ahead of Spring Hill culvert bid

The Londonderry Selectboard convened a public informational hearing Jan. 5 on the Spring Hill Culvert replacement project, hearing from Matt of the Windham Regional Commission about project status and next steps. Matt said the town has secured required easements and right‑of‑way clearance from VTrans and that VTrans is processing construction funding for the project.

“This is the 2nd public informational meeting, that was required for the project,” Matt said, explaining the meeting is part of the town’s TAP grant requirements. He told the board the town expects the project to be put out to bid in late January, with proposals requested in late February and construction beginning in the spring for completion by summer. He added that the current emergency culvert installed in 2023 may be salvageable and could be reused elsewhere in town rather than discarded.

The board pressed for site details and logistics. Members located the culvert near the Cobb’s Mill area and noted the existing guardrails and six‑foot culvert dimensions. Matt said the project plans include a detour routing traffic via Livermore Mills Road, Windfall Hollow Road and Route 100; he said the town should notify affected residents once a contractor and a concrete schedule are known.

The update also covered procurement: an RFP for construction‑inspection services was issued in December and proposals are due Jan. 16; the Selectboard is expected to receive a recommendation on inspection services at its Feb. 2 meeting. The public hearing on the culvert was adjourned by unanimous vote to allow the board to proceed with other agenda business.
