Greendale schedules pump tests, 6–7 month design for water-plant renovations

City staff reported that American StructurePoint will finalize the water-plant basis-of-design by the end of the month, which will provide an updated cost estimate and clear the way for a 6–7 month detailed design phase. The Chair said the consultant's work will allow the city to move toward a procurement strategy modeled on earlier sewage-plant work: "at 30% plans ... put down an RFQ for the project" to lock in a contractor price.

Board members discussed contracting approaches, including guaranteed-max-price and construction-manager-at-risk models, and said staff will present design materials in advance of future meetings to allow questions. The Chair noted pump tests (the high-service pumps) will be scheduled with staff participation and that the consultant will present the basis-of-design once it is complete.
