County accepts FHWA SS4A grant and awards $130,000 engineering contract

The St. Clair County Commission voted to accept a Federal Highway Administration Safe Streets for All (SS4A) grant to develop a countywide comprehensive safety plan and to construct temporary demonstration projects. The commission also approved awarding the engineering services RFQ (2026-40) to S and Associates for $130,000 to prepare the plan and design demonstration elements.

County staff and project leads said the grant and scope cover both county roads and participating municipalities; Candace Hill was recognized by the chair for her work on the grant. "This is another one of the kind of new areas that we've developed over the last couple of years and she's been really engaged in this project," the chair said in thanks to staff. The commission instructed staff to proceed with contracting and to coordinate design work with municipalities that will host demonstration projects.

The grant agreement requires that the county enter into a separate engineering services contract (the RFQ award was approved in the same action) and staff stated the engineering scope will include the comprehensive safety plan and temporary demonstration projects described in the FHWA agreement.
