Board approves sign and RV permits, discusses one-year moratorium on data centers

Commissioners approved planning and zoning recommendations on several items brought by staff: a variance for a timber-frame entrance sign connected to the Medora Foundation's project, and a one-year conditional-use permit allowing John and Irene Schrock to occupy an RV while constructing a residence.

Planning staff recommended approval of the sign permit with conditions that the applicant assume responsibility for liability and building within the county right-of-way. The board moved and carried the permit with that condition.

On the Schrocks' conditional-use request, staff noted the county ordinance allows temporary RV occupancy for up to one year while constructing a house. The commission moved, seconded and approved the one-year condition.

Planning staff also raised the prospect of a one-year moratorium on data-center permits to give the county time to draft appropriate ordinances and consider transmission-line implications. County counsel said he would consult with other state attorneys for sample language and suggested that a one-year window is commonly used while drafting ordinance language; he cautioned that the duration should be calibrated to local needs.

No formal moratorium ordinance was passed at the meeting; staff and counsel will bring draft language back for consideration if and when the board wants to proceed.
