Commission recommends Avancia PUD amendment, lowering maximum units and adding conditions

Deputy community development director Tisha Manning presented an amendment to the Avancia PUD that reduces the development acreage from about 104 to about 101 acres and outlines changes to the residential program, phasing and nonresidential square footage. Manning said conditions 1–27 reflected development conditions already in the ordinance and that only conditions 28–31 constituted the conditions of approval; she read those conditions for the record including a branding/place-making package, rectangular rapid flashing beacons at warranted crossings, and a traffic-related mast arm at the Sergeant Graham Drive intersection.

Applicant Joe Thacker explained acreage and unit changes (right-of-way dedication reduced acreage and multifamily maximum reduced from 600 to 400 apartments) and said an updated traffic study was in the package; traffic consultant Rick Ortiz confirmed the recent traffic study was uploaded. Commissioners discussed mast-arm costs and responsibilities. The commission recommended approval with the adoption of the four conditions read by staff; the motion passed unanimously.
