Putnam County Rules, Enactments & Intergovernmental Relations Committee met Sept. 12 to consider a $150,000 fund transfer for outside legal fees, a proposed local law changing how the county attorney can be removed, draft changes to legislative term limits and the appointment of outside counsel for the legislature. Members debated conflicts, timing and transparency; several motions passed and some were tabled or sent to a special rules meeting.
