Roseburg Planning Commission voted 4-1 to recommend that city council adopt CPA‑24‑001, the Douglas County-led Natural Hazard Mitigation Plan (NHMP), after a staff presentation and discussion about the plans purpose, funding implications and the absence of line-item cost estimates. Commissioners also received brief updates on the urban growth boundary (UGB) swap and a recent downtown property sale to the Cow Creek Tribe.
