St. Joseph County Redevelopment Commission on Nov. 12 approved its first required annual spending plan under a new state requirement, authorized a series of professional-service contracts and studies (including mobility and airport feasibility studies), accepted a federal rail planning grant, and heard public comments about construction traffic and potential land-use changes.
