Expert volunteers who resigned from the IDEAR decentralization project told a Senate hearing they withdrew because the implementation keeps decision-making centralized, and urged the Senate to pause the pilots, publish selection criteria, require merit-based appointments, and create an independent commission to evaluate the effort.
